Have you actually ran any memtest?

Also, download PBO2 Tuner and verify your limits and CO settings - see if "default" from MSI is really PBO off and CO at 0.

I had this error on both AMD and Intel turned out for me it was a Gigabyte thing both times only on Gigabyte motherboards and changing to Asus, Asrock, ECS, MSI and so on have always fixed the issue for me.
Sounds like a value or few were wrong on the ga board by default but right on the others.

What is your budget? (your prior AM4 selection B550 Tomahawk + 5700X3D is about $350)

I just saw this video. At least from this video you have some AM5 boards you know you might want to avoid.

Personally I have my eye on ASRock: B650 LiveMixer, B650E Taichi Lite, or X670E/B650E/B650 Steel Legend when I'm finally ready for AM5. Although I want to see what new boards have to offer when they come out. In the last two weeks it seems prices have been spiking back up all round for both CPU's and motherboards so if you want AM5 you might have to really hunt for deals or wait for prices to fall again.

Me I'm often hunting for deals. In terms of deals NewEgg has a lot of open box specials under $200 right now. Ebay had some awesome offers for 7900x3d sold for around $200 recently. That plus a decent $150 AM5 board would be a fantastic deal for around $350 if you can manage to snag something like that. Still you would need RAM too so that blows the budget probably over $400 even after finding some good deals.

He grabbed a 7800X3D and a Msi X670E Tomahawk I believe.

Sounds like a value or few were wrong on the ga board by default but right on the others.

Maybe, some says it's a PSU problem not really any c-states values even on AMD's own community forum there are a few threads on this error and it's really annoying anything from plugging in the extra 4pin for the cpu to generally paying a newer gen ATX version psu to get the problem fixed.

My own way is just if the PSU I currently own is rock solid and works with other manufactures boards on different LGA's and chipsets with the same things connected and GA's support choose to be a b about it I don't play their products simple as that even they make really beautiful white products and have a great feature set for the price.
