Stuttering ONLY in CS:GO with 7950X + RTX 3080 (High FPS but when moving mouse stuttering)

Let try some stuff:

- Verify the file system and OS integrity
This is a CMD file to check and fix the File System and Operational System Integrity.
Run it as admin, it is from https://forums.mydigitallife.net/th...fications-overview.83744/page-57#post-1734651

- Now create a restore point!

- Make sure the motherboard bios is updated

- In the motherboard BIOS set PCIe = GEN4 if the GPU is GEN4, but do not leave it in AUTO.

- Make sure to install the latest AMD chipset driver.

- Install Nvidia driver 536.67, can get a debloated driver here.

- Make sure MSI(Message Signaled-Based Interrupts) is enabled for the GPU.


- Set "Power management mode" from Adaptive to Maximum Performance.


- Disable Windows Hibernate.

- Disable Widgets.
But I prefer to uninstall.

- Disable Core Isolation and Memory Integrity in Windows 11/10.

- Disable Energy/GREEN/Power stuff for both Realtek and Intel LAN.
Always get the LAN driver from Intel and Realtek site.


- Use the Windows power plan settings explorer utility to unselect "Processor idle demote/promote threshold"

New options will appear and set the Threshold to 100%.
Also disable USB/PCIe stuff.


- Now you may want to set the USB/LAN/GPU driver to use a different CPU core.

- Now you may want to try a different value for "Win32PrioritySeparation".
Windows 11 default is 2(hexadecimal)
Windows 10 default is 26(hexadecimal)

Open Regedit and set
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\PriorityControl]
"Win32PrioritySeparation"= 16
16(hexadecimal) will give lower DPC latency, but may not give the better
USB/mouse response, you need to test different values, look at the videos below.

I reinstalled my Computer again and didn't install my Password Manager first (which I obviously need to access my passwords etc.).
I only installed Steam, NVIDIA Drivers mit NVCleaninstaller & CSGO. It worked completely fine, then I wanted to login somewhere else and needed my passwords so I installed the Password Manager (I use Stickypassword) and as soon I installed it, csgo started to behave like before with the stuttering. I then uninstalled my passwordmanager again and it worked.

So I assume the Password Manager Sticky Password was the problem which I didn't expect at all because it was only when my mouse was moving.

But thank you all for your help and if it happens again, I will write again about it if it isn't the passwordmanager.
