Confirmed, found a workaround, was on the road for 5 mins to pick up family then had to turn around, tehy are stranded at the train station now

So turns out that Oracle Cloud does not automatically switch you from 30-day free tier to paid tier, even if you have a credit card and everything filed with them.

We only use them for storing our Docker Images, because that's priced extremely competitively and doesn't require stupid hoops to jump through like AWS. But then it suddenly stopped, when those 30 days were over, which means instances we restarted were like "uh, I have no OS image, I can't start" :(

to make things worse, upgrading from free to paid requires human approval on their side, which took almost 5 hours, so I had to spin up a private Docker repository, point all our instances to the new repo, so it could run .. all fixed now

Still a few other things to iron out, the increased load during CES definitely helped to uncover some issues
