It was made to be like that. Hence the name.

It was mainly intended for use in direct die situations i.e laptops and GPUs where pump out is a thing with more watery/less viscous pastes e.g MX-4

Hi, my graphics card has PTM7950 as stock, if I remove the cooler and put it back together (when its cold) is that ok? or should I buy another piece of PTM7950 and redo it

If you manage to remove the cooler without damaging, it could be reused.
Just keep in mind for optimal thermal conductivity it has to have a perfect fit between silicon & coldplate.
Due to the first application it most likely is already deformed in a shape, so waay off from that perfect fit when reusing it.

I would advise to replace it with new PTM7950 or equivalent.

Same goes for the thermal pads of the VRAM & VRM's.
