Whats an OEM?
Original Equpment Manufacture part a company like Dell would buy at a discount.

Maybe, 5800 OEM I'd say is probably the bang for buck upgrade as that is where the 5700X came from, just Rebadged 5800 OEM CPUs
AliExpress would be a good place to look. There are a few channel builders on you tube that are always buying OEM CPU's from there for their budget builds and always seem to have good luck.

Funny that you say that none of them have bought video cards form AliExpress, just CPU's and chassis, with one that did buy a few motherboards.

5700X3D and a 32 GB RAM kit (3200 or so is enough, grab whatever is cheapest at around $60), then buy a better power supply before looking at GPU upgrade

Sounds like the channel builders know better to not buy used gpus from there

If your mobo can do so, then consider the R7 5700X3D as it falls within a few frames short of the 5800X3D but is much cheaper. I could have gotten the 5800X3D, but it didn't make sense given it price/performance relative to the 5700X3D, so I went with the 5700X3D and do not regret that decision. I have it on an X570 mobo + 32GB RAM + RX 7900 XTX, and it's plenty fast for what I need it to do, it replaced the 5900X I originally had in my main rig, the latter replacing the 3900X in my 2nd rig. The 5600X3D is surprisingly faster than the 5700X3D in many games (due to higher clockspeed) but isn't easily available due to it being a limited run, so it may be kinda hard to find.

In case OP's mobo can't support the 5000X3D's, then the 5600(X) and higher (whichever OP's mobo can support) would be very good alternatives and the Ryzen 5000 series have a lot of gaming performance improvements over the Ryzen 2000 series CPU OP has in his rig right now.

Now, about GPU, IF the GTX1660 is good enough for OP's present needs though bottlenecked by the 2600, then leave it be for the time being. I'd recommend a PSU upgrade to, say, a 650W to 750W unit as a consideration, yes, may be overkill, but let's put it this way, you can add more fans, HDDs, heck, even upgrade the GPU further down the line without power being a concern (especially a 750W PSU). And not just any PSU, get one from Seasonic/Corsair/Enermax/BeQuiet!/etc, good and reliable lines of PSU from these companies. As for CPU, check that your mobo supports the 5000 series CPUs that you're looking at, obviously, do consider the 5000X3D only IF your mobo can adequately support such CPUs.

And to parrot others here, the RX6700/6700XT/6750XT would be a good pairing with a Ryzen 5000 series CPU, with these working hand-in-hand, OP would definitely see a good improvement in framerate and PQ over his present CPU/GPU combo. According to TPU GPU database, the RX 6700 XT is more than twice as fast as the GTX1660, so the gaming performance uplift with a Ryzen CPU and GPU upgrades would be quite appreciable.

here is an unpopular opinion... i would definately save up for am5 platform because i just dont see upgrading the am4 platform anymore....
by going am5 you have options of ddr5, faster cpus and upcoming next gen and more will come...

so lets say you keep and upgrade the am4 platform and after 2 or 3 years you find performance is insufficient and you are forced again to upgrade... and you'd still be getting on am5
thus spending more money, go on the am5 platform now and later on if you need a cpu upgrade down the line just change the cpu...... you get better performance.... compared to am4 upgrade now...
i just think am4 platform now, the value aint there as much as 2 years ago.... am5 motherboard have come down in price... ddr5 ram kits also came down in price... and there are constant sales on ryzen 7000 series cpus on amazon....

That's already getting me.into the situation that I specifically said I can't handle right now. A good AM5 pc build would cost me a lot, and honestly for the time being I can only afford to make a single upgrade so it's either cpu or gpu. You know how student life can be.

On to the next thing... Wasn't AM5 said to be the current platform until 2026 until they move on? In my opinion that makes it worth it, as by then I'm already gonna be able to get a complete PC build and with that move to the latest platform. I think I'll be going for ryzen 5000, just gotta find the best deal.

Well both Serbia and Croatia. 10 months a year in croatia, but in Serbia the second hand market is much much larger so while I'm here I wanna buy a processor. Prices are a bit better too.

Well theres already the biggest "ebay clone" that we have and honestly its the best prices because people import components without pdv Also the second hand market is sooo huge on it so its already a clear decision WHERE, now its just a matter of WHAT and HOW MUCH
