Thanks I also had a question where is this 1.163v coming from? Performance says 1.150v... Boot shows the max clock.. isn't that weird... 995Mhz at 1.118v at boot by default... Changing it doesn't change thing hardly..
Yeah ill give it a shot.. working on temps now having issues but hopefully i sorted them out.. lack of contact and pressure on core.. AMD puts too large a gap between the core diode and heatsink mating surface. Had to sand down the pegs a little to increase pressure.
Also found poor utilization was resolved by setting in the temperature fan tab.. Min at 30C, Med at 80C, High at 82C, Max at 83C that way it wouldn't throttle the utilization until 80-83C.. which allows it to run full speed for a lot longer.
The cards voltage isnt locked it can do 1.2 or more volts but the VBE as he said in the Op he limited it because he thought powerplay would go nuts.. I need the ability to change the base clock and voltage and I'll work out the kinks on my own...
This card can do 1200 - 1300 - 1400 - 1500 mhz which is crazy but VBE limits what I can do.. In RBE I could do more on pre-hd7000 cards..
Right now I'm trying to or want the developer to resolve the voltage issues so I can find this 1.163v value the card usually goes to if I don't mod much.. If I do more modding I can get 1.200v but it's just not how I wanna do it lol
It seems the TDP % thing doesn't do much so I like a static TDP.. and set Overdrive values to all 0 .. then set TDP from 105 to the skys the limit...
I disabled ULPS but maybe it did better with it on.. I even uninstalled MSI Afterburner...
Catalyst Control Center or whatever the new one is reports correctly no Overdrive tab is absent/ missing since I set values to 0..

Im taking one step at a time seeing what does what basically.. got this far by changing boot voltage it runs at that voltage .. so all other voltages are useless... trying to find what does what got this far .. shows 1.175v... As far as clock goes still cant get anything to stick since it auto-reverts to the dredded 995Mhz .. Seriously...
Now I set new settings.. set only boot from 995 to 1200 .. left only 1.175v as boot all others the same zero change.. Boot is the voltage 3d runs at so I know that much .. as far as clocks go it auto-reverts to 995mhz at 1.175v ... Need to get away from that auto-correct really really badly i hate how it wants to go to 995 anyway like modding does nothing.. I don't ever wanna see 995 ever
So after many hours of testing I found setting both boot and performance clock to the same value along with the voltage, that way it would default to the desired voltage and clocks.
I found in game in every game like GTA V it works at 1200Mhz core clock, 1400Mhz memory clock at 1.200v (Max) since 1.225v (Blue Screens Prior to Windows atikmdag.sys... Fix?!?
Setting tdp to 999 watts just to give zero tdp bottleneck, max 1.200v seeing extra low heat anyway, 100% fan at 54C... My custom setting completely inaudible since it's modded on hardware and software just 60 to 61C in game inaudible.
Clocks can be seen as high as 1380Mhz without continuous drivers crashes, but Luxmark would complete at say 1375Mhz max although I beat the record on Luxmark 3.0 hotel with this card beating GTX 950s and 960s and approaching GTX 970s.
Maybe that 1.225v is what I need? I do believe the voltage regulators and ram are overheating though so that will be addressed.
