What does PC restarts if i run the memtest64 mean?

Hi there. So what is the meaning if my pc restarts when i run memtest64 while in windows mean? while bootable memtest86+ works fine in boot?

If your PBO tune is off in the slightest, the light load memtest is placing on your CPU could be causing it to over boost without the power behind it to back it. Turn PBO off and try again..
