Wait for more of a price drop. Used 3070 or above is best... but they still want way too much for them. If you could get a 1080ti dirt cheap, good way to go.

If you're buying off ebay and they're not marked as being brand new in box I'd recommend none of them. The second hand gpu market is ruined for the time being because of miners.

If you're buying off ebay and they're not marked as being brand new in box I'd recommend none of them. The second hand gpu market is ruined for the time being because of miners.
IDK for me mid range are typically fine even if they're a bit abused-- the very top end cards (2080Ti/3090/3080/6900XT/6800XT) are the ones that really suffer since they're already being pushed to the max in all respects. 70 series - 3070 and 6700xt are generally quite a lot harder to kill, they run alot cooler, much lower vram junction and hotspot, require much less power etc. They don't take nearly as much of a beating from mining as the flagships - maybe the fans wear out etc. but they're unlikely to just pop.

Bit like buying a used sportscar vs buying a used Camry.

Even with an OC, unless you shunt mod the cards they run lower than the stock high end. They're all massively power limited since NV and AMD don't want you overclocking to the next tier. 3070 has a 220W hard limit... 3080 starts at 320W. for example - same story with the 6700 vs 6800.

If you have to buy now, probably the 3060Ti and its AMD counterpart (6700XT?). Otherwise, wait a few more months for the 4060Ti and whatever AMD has in their pipelines. Even if they'll be prices out of your budget, they usually push down the prices on current offerings.

Or if you do what i normally do and just get the best you can regardless of CPU and plan to update it at a later time i would opt for a 6800XT ( although you might have to wait a little for that price ) but it would all so depend on the PSU you use too.

Since the monitor your buying is only 1080p I wouldn't even worry about trying to buy a tier higher card but used (your price point plus only doing 1080p I wouldn't even risk a possible mined on card, especially for a brand new build)

A 6700XT 12GB brand new with 2 free games has been trending as low as $350-360 range recently and is a lot of horsepower for 1080p.

8GB is a bit sucky sometimes, but its not terrible if you are willing to make certain concessions..

The cards will run out of performance before they are held back by RAM.

I don't know where in the world you are but if you're in the USA, you don't have to buy used to get that kind of price. Newegg has two new cards within that price category and they're both in your list:
ASRock Radeon RX 6600 8GB: $240 (-$15 with promo code VGAEXCAA37)
ASRock Challenger D Radeon RX 6600 XT 8GB: $270
It looks like there have been more than enough good recommendations already for the used cards so I figured that I'd throw those up there so you know that you can get new cards at those prices as well.
