Package MS Word with Windows as the default text editor and eliminate Notepad entirely.

Nah, that's overkill. Besides, for simple text files, using MS Word / LibreOffice Writer is rather annoying. They are too bloated for that. Heck, some people here think that using Notepad++ to replace MS Notepad is excessive.
