honestly I feel like this just amplifies the use of FSR and DLS. If more games implement it this wouldn’t be an actual issue.

They want more, in less time. If you wanted us to program Pokemon Red or something today, we could probably do it well and quickly. But no one asks for that. They want that level of gameplay 3d and raytraced in the same release window. It just doesn't happen, something's gotta give.
 
This explains their sudden interest in getting directstorage up and running better, as well as general DX12 improvements to memory usage and optimisations
