The cooling solution provided to the X299 Extreme4 by ASRock features an over-sized CPU VRM cooler out of two large metal chunks connected via a heatpipe. This design proved to be highly capable in my test bench. Temperatures are measured with an IR thermometer and not software, and voltages are probed with a meter. There are slight differences between actual readings and software readings, but the software readings are close enough for you to be able to rely on them easily. However, I must say that you really should not need to concern yourself with such things all that much with this board; it was built to be pushed, and pushed hard.

As a side note, it is worth mentioning that it is the height of winter here in my global location, so the air here is very dry and, as such, nearly at its peak for cooling effectiveness. However, I am also at what is considered a high altitude, so the air is less dense here than in many places, and so much so that things like furnaces and air-conditioners are all de-rated by 10% in my environs. This means that cooling effectiveness is of the utmost importance to me personally, and while you may think that areas around the equator have it the roughest, that isn't always the case. In the end, that means that you should see better temperatures than I do with a similar configuration, but do keep in mind that humidity is going to play a role as well.
