The fan's speed profile is aggressive and I cannot say that this is a surprise for me, given the unit's high capacity and medium-size PCB.
Noise and Fan Speed (~30°C)
The passive operation lasts to around 380 W, with light and moderate loads on the minor rails. The higher the load on the minor rails, the shorter the passive operation. With more than 910 W at +12 V, noise exceeds 40 dBA and with more than 1400 W you will probably need ear plugs to tolerate above 50 dBA that the fan delivers.
