What is it with major peripheral and component brands partnering with/licensing Children's entertainment IPs?

Seagate with Disney
Razer with Roblox
(I'm probably missing some)

I thought the audience targeted by those IPs didn't usually have money to spend? Or, have "gamers" become *that* infantilized?

Young kids generally don't have money. What you do have, though, are parents that know their young kids are into Roblox or Minecraft or Disney stuff and whatever else young kids really like. These kids have great sway over what their parents buy for them.

A kid needs head phones. Kid sees Roblox on some headphones. Kid tells parents they want the Roblox headphones. Parents buy them and from here it's just a downward spiral for parents in a couple of ways:
1) The parent then associates computer peripherals that their kids need with a name brand of sorts that they know their kid likes and they start to look for other things that say "Roblox" - such as a mouse or keyboard or mousepad and so on.
OR
2) The kid just straight up tells their parents they want the mouse or keyboard or mousepad or whatever else that has "Roblox" on it and the parent buys it.

What you tend to get from these things are lower quality merchandise that they manufacturer upsells simply because they have a name on it that attracts people.

As taken from Tommy Boy:
Tommy:
But the Callahan factory has been in my family for seventy years. You can't just shut it down.
Ray Zalinsky:
Son, you got to look at it from my point of view. Callahan's a premium name. That's what I'm buying. I can make the parts in one of my factories, put them in a Callahan box, and sell them in my stores at a premium price. Why keep your factory going when all I want's the god damn box?

Why do gaming peripheral companies feel the urge to make such cringe ads

AsRock and Sonic
HyperX (hp) and Naruto

Well, as usual - €. When kids cry for stuff parents from ten times will go soft and buy it.
