I have used the card on a freshly installed Windows now, it shows the same Problem. Same Processor, MainBoard, and Ram but different SSD. Also I have tried to install it on the Computer where I got the 1070 from also the same problem.
This seems all very fishy to me.
But as long as it works now with the Backups it should be fine. Thanks for help everyone.
I used a different slot for the driver installation. But plugged it into the first slot after driver installation since it is x16 I think. Oh I remember to have Installed the GTX 1070 Driver first as shown in the GPU Z.gif then 8GB of RAM was detected, then I installed RTX 3080 Driver then some more Memory got installed, and then I installed the newest 3090 Driver. Sorry that I didn't take a Screenshot of the 3080 Driver.are you using the 3090 in the "previous" slot again? if not, that might be the cause.
check what settings are applied related to pcie in bios (e.g. what pcie version is set/auto)
