ShihabyoooSo is this merely a matter of shipping or does the participant HAVE to be, officially, a US/CA citizen?
I mean, is it possible for a non US/CA resident to participate and have it shipped to a north American address (e.g. a relative's)?
There is no need to be a citizen of anything. I will filter by ip, so if your friend can sign up with his us ip address and he can get the prize shipped to his us address, all is good

Just fyi I doubt I win, but my IP will show United Kingdom, and I am flying back to Galway Ireland for an international presentation, add in a couple airports, etc. So my IP will not be consistent, but I will be home in America in due time, and my IP has been same there for a decade, and can all be verified, etc.
