Aida - the best choice for things like these, using it for almost 6 years, never been wrong about component clocks, temps, and stuff like this....

The CPU seems fine i'm also keeping an eye on that and all using task manager

I'd rather use AIDA64 for stressing the cpu as prime95 is known to burn stuff more than it should.

I clearly have more fps in GTA V with the 15.10beta drivers than I do with the beta crimson drivers.

Look for the motherboard sensor line, should look like this(area in-between the 2 blue lines): Note it reports motherboard and CPU temps, you want to monitor those, you can ignore the rest.

That's...a little hot for MOSFETs. What kind of airflow do you have over the VRMs? Also @PCGamerDR if those are MOSFET temps, then they are pushing the limits of what they are designed to handle; if so, I suggest you dial back the OC unless you want your board to give up in the near future. Never mind, they're just wack temp readings.

You're welcome to return the R9 390 whenever you wish. However, we're just trying to help you pinpoint the issue and make sure that it isn't with the CPU/board or anything else that a 390 RMA won't fix. Troubleshooting like this is not an easy task (heck, I was stuck in hell troubleshooting my rig for all of October and half of November) and it's one that a user must accept as a possibly necessary task that comes with building.

assuming those aren't ghost sensors /// 90c is acceptable(but at the edge of the thermal limits mind you) for most vrm's especially on that crappy board
I don't think hes got a bad card I think hes got a driver problem / cpu bottleneck
edit: scratch that definitely vrm throttling ... junk board combined with terrible FX Cpu ...

edit; hes trying to run a FX8350 on a shitty 970 board its likely throttling into the ground,also explains the high vrm temps, the reason the 280x works is that he was GPU limited and thus wasn't working the cpu/board as hard ....

I mentioned how temp was not a issue sense I'm not even leaving the 390 in my system long enough to even get warm + i'm using gpu z and all that looking at the temp anyway.

I can not use a driver newer then the latest beta drivers that are out

The drivers I see to download from AMD are beta and non beta crimson drivers win10 64bit (I used both)

I'm feeling sick and I need to get on my hands and knees to unplug stuff so I can put the 390 back in so I can try old out dated drivers that I guess I'm going to haft to download from guru3d.com or somthing

As you said it's not a temp thing which leaves me thinking it's the game as some games work with different brands to start with.

CPU bottleneck could be another reason too. But my 290X don't max out in all games with vsync on which is perfectly normal.

I know and using that test will max out my load and core clock leading me to believe nothing is wrong with the card but when I start playing games other then ffxiv all my gpu load does is just drop down to 0% every micro second or so.
usually test put more stress on the cards then most game can do so if card can handle the test w/o issues then indeed problem isnt with the card itself but something else (i would bet on drivers)

so is DDU bad to use then or something?
no it isnt bad but some ppl report that had issues using it so you might be one of the unlucky.
also i dont think there is anyone outside amd that knows better what are left overs after amd driver uninstall so i would first try their own remove util before using 3rd party stuff.
btw you dont skip restart after driver removal, arnt you?

That's from running prime95 sense I don't really know how to work AIDA yet

Edit: I'm getting sad just sitting here not doing anything, I'm already sad sense I've waited for such a long time to upgrade my 280x and it makes me even more sad to think how another 390 of the same make and model will just do the same thing.
those temps look ok for prime95 test

a vcc current out of 100A is approaching the upper limit for the vrm's on that board
combine that with gpu load and the additional heat/loud on the power supply it creates it would not surprise me if it was throttling into the ground PSU +12v also looks a touch on the lowside

I've seen that post on reddit and commented on it.
It's no surprise for anyone to think my motherboard is shitty but little do they know it's an 970 chipset board that is meant for overclocking.

I know what the spec says but I am starting to wonder look a the voltage flux on the +12 its nothing to write home about but its just enough to make me wonder ...
and yes I realise what I says on the box about the board. to be blunt they lied .... that board (any 970 board) combined with a FX cpu is a recipe for bad stuff FX chips are horrible they have a very wide swing when it comes what it says on the box vs how much power they actually draw .. if the chip is operating at >125W TDP its going to throttle (which happens all the time on cheaper 970 boards) tho a bios update might help ... id take the cpu vcore off auto and set it to like 1.30v
