Desktop/phone display Resolution can be the issue

Benchmark Scores Faster than yours... I'd bet on it. :)
I know this sounds silly, but run CCleaner or just clear the Chrome cache. I've seen users at my place of employment experience strange issues with chrome, but after a cache clear, it is normal.

EDIT: Just saw you said mobile. I'm an idiot. I think on Android you can still clear the cache, but manually.
ive done a factory reset on my phone (for other reasons) since this started happening...im assuming it got rid of the cache/cookies with such a move.

Desktop/phone display Resolution can be the issue
its a galaxy s6..2560x1440...not a res issue considering its more than kost peoples desktop. Clearly its a scaling issue with the forum and mobile chrome...i havent tried any other browsers..

Everything else (forums) scale just fine. But when there is an embedded vid, it cuts off the right half.

I still get this. I'm pretty sure it's a scaling bug in the app.
again, i dont use the app. This is chrome browser, full site.

@EarthDog it isn't just you. Same scenario, Chrome over the mobile device, full desktop site version checked, and all videos are cut off for me as well.

Tpu Image hosting playing up

I avoid the TPU image uploader like the plague, every time I go back to it there's some issue with the orientation of the pictures after upload,or file size being too large to uplod . it doesn't help that I have very little patience. I appreciate the service , but imgur has never failed me. Plus I like that all my photos are saved.

I'm able to solve the mobile vid issue on my new android phone using chrome by selecting the "request desktop site" option. It didn't want to work on my old android phone. So I was pleasantly surprised that it does now. It's still a little tricky to get vids to play fullscreen and/or switching to youtube viewing. But when it works it works. Just tap the 3 vertical dots in the upper right corner to open options. Scroll down and check the box next to "Request desktop site". Then get used to the weird zooming feature every time you tap something. It basically requires double-tapping to get things done. Tap once to zoom in, tap once more to select. It's a PITA for general browsing really. So I only use that mode for showing vids that aren't cut in half. Works for me. :)

The new Razer ad broke the site again at 1920x1080, 125% scaling.

Works for me. Which browser is that? Any addons? Greasemonkey?
Can't talk for him, but it happens with Firefox between 110% to 120% scaling on a 1080P monitor. Also tested with a VM without addons and it still happened.

I wonder if it's actually the browser at fault rather than the ad. I've got the latest Firefox and it's fine for me, regardless of zoom level.

@ZeppMan217 Have you tried the obvious of closing and opening your Firefox? Other things to try are clearing cookies and starting it without any of the add-ons. You have to hold Shift or something when you click the FF icon to make it do this.

I don't really go to the TPU main page very often but i can confirm I have seen this before on Firefox on both windows 10 and 7. If I had to take a guess it's been a few months at least since last time I saw it happen . It wasn't the same ad though

i dunno if this should be all around the page like it is..

that is how it should look like indeed, due to your res and zoom levels

the poster further above reported a white bar to the right of the page, which shouldnt be there
