I totally agree but I checked fuses, ground, voltages and it's looking normal... So I think that it tends to be a software issue... The card doesn't have any problem with flashing and I tried every bios possible...

Even the driver's installation detects that it's a 5700 XT and no problem with installing but at the moment that I want to start AMD Software it says that it's not compatible with my graphic card...

I'm currently using an R9 290x and I have no problem with it...

Return the card to seller as defective, do not say you opened it or tried to flash it, it's obvious the seller was dishonest and mined with it.

Just report it as never worked.

When I bought it the card was marked as defective, I'm just good at repairing stuff and if I can return the card I will! But I wanted a new graphics card, it was cheap and the problem was looking easy to fix.

Wait, I believe you'd stated that it's a used card bought and it was marked as defective, right? IF it's off warranty, I'm afraid Sapphire would prolly ignore or respond in the negative. Surely you know that buying a defective card carries a certain amount of risk, and sometimes, even the best of us is not up to the challenge of fixing it simply because it's beyond repair.

I totally agree with you, it's just that it was looking fixable when I bought it... but it's not. I can't win every time ahah

Update :

Something weird has happened...

I bought a PCI riser to allow me to plug my R9 290x and the faulty RX 5700 xt at the same time on my motherboard.

When I boot the system, the RX 5700 xt is well recognized but still with the "43 error code".
Here is the thing: if I disable and re-enable the graphics card in device manager, the error code disappears! But I still have missing information in GPU-z

any ideas ?

Well, error 43 is usually received when the GPU isn't working correctly.
What i found out from my experience and it was confirmed later from other members is that in fact the video card will load the windows,
BUT...only with the generic drivers.
If you will install the right drivers for the card and the GPU will be accessed by windows at that moment the card will crash.
So one of my card with that symptom, went to a repair shop and they reballed the GPU and changed 2 of the memory chips.
After that the card work flawless.
Even in this moment i have it and it is 100% functional.
So...i would consider a visit to the "doctor" with the card.

Use DDU, install the drivers, change the vbios from amdvbflash_win_3.3 also use a CH341a mini, change the ICs (or bios chip) which are P25Q80H and nothing, on one occasion after changing the second IC (or bios chip) the graphics It started working normally until I managed to install the driver, but I did a stress test on it and then everything froze and the AMD Adrenalin closed, then I opened GPU-z and everything happened again, the graphics information was missing. Im very late to this party, but thought this might help someone. I had a very similar problem multiple times when messing with/changing drivers (it drove me nuts multiple times over the years). And the solution was to use atikmdag-patcher. In case you still have that GPU collecting the trash somewhere, might be worth trying.
