[HELP] High End PC Random Stutters [Ryzen 7 7700X & 4090]

Hello. Recently I've bought a 4090 and started having this weird issue: my games(not all) just started having random stutter which happens usually after 10 or so minutes of playing the game. I don't have any garbage software installed, and it's not a throttling issue as you can see my temps are fine in the videos. When I had exactly the same setup but with 3080, I didn't have this issue. Things I've changed since purchasing 4090 are: new PSU and updated BIOS.

This happens in Apex Legends, Warzone 2.0, BF 2042, Watch Dogs 2, GTA V. I didn't notice this stutter in Dying Light 2 and Hogwarts Legacy tho. In Warzone 2.0 it ALWAYS happens every 1 or 2 minutes.

I don't know what to do honestly, I'm willing to donate via PayPal if someone helps me fixing this...

Drivers newer that 517.48 exhibit such behavior, according to numerous reports on the internet. Unfortunately RTX 40 series are unsupported with 517.48 and older versions.

But why other people don't experience it? I was watching a live benchmark stream on YT and that guy didn't have stutters like I do.

That's the problem with driver bugs. Not all people/configs experience it.

I honestly doubt they will even read my post. I'll go to the store tomorrow from which I got most of my parts, see what they say. Idk, maybe just my 4090 is a bit broken?

Highly unlikely. If you can, borrow an older nV GPU from the RTX 20/30 generation and test it with older/newer driver versions.

Welp, I def remember that I used the latest Nvidia driver on my 3080 and didn't have such issues :/

An utterly random thing for you to try. Unplug your USB 3 cable from your motherboard (it normally runs from the front panel to the motherboard). Try gaming with it unplugged. There is a very random issue with some cases when built where there is a grounding issue, and it causes random frame-time spikes.

Could possibly be a thermal paste/pad issue on the GPU, sometimes one memory chip has bad cooling and the system throttles. Unlikely.

Check your RAM tune too.

Warzone doesn't like Ryzen in general. Or any other latency sensitive game, unless you have 3DVCache version.

Use NVCP to limit your frame rate to 3 below max refresh rate, then set latency mode to ultra.

If you have reflex options in game, turn them on+boost.

Regular stutters can be caused by periodic system activity, uninstall software you don't need, and check device manager for things you can disable that are redundant. E.g. onboard sound if you use a sound card.

Disabling virtualization based security is also a good option if you game.

Stuff like 3rd party programs for FPS monitoring can cause performance issues, use the built in NVIDIA driver one, disable shadowplay if you don't use it, and consider using NVCleaninstall to disable telemetry and bloat etc. https://www.techpowerup.com/download/techpowerup-nvcleanstall/

You could try the card in a lower slot so it's not sharing bandwidth with the m.2?

Not seeing any stutters in Warzone at 4k but I have my fps capped to 117 for gsync. I have unlocked it and played a couple hours 140-160fps without stutters. I mostly play rebirth.

5950X/4090 both stock. I run Rivatuner in the background.

question - did you have a GPU before the 4090? Did you have this stutter?

This looks to me like asset loading or IO interrupt stutter. What USB devices do you have?

The thing that makes stuttering so hard to figure out and isolate what is causing it is there are so many different things that could be the culprit. Everything from bad usb drivers, to faulty peripherals, in some games even Bluetooth could be the culprit.

If everything was working fine with identical hardware prior to getting the 4090 I would either get a replacement 4090 or test with an alternate gpu to see if the problem persist. Long shot but try manually selecting PCIe 4.0 for the main motherboard slot and see if that helps.

i guess it is DRAM menmory problem . maybe ryzen cpu's memory controler is not suitable for such high frequencey memory . you can test a normal DDR5 . lower frequency will bring more stable for whole system

Oh man-- i hope you and your family are doing ok. I left Ovrutch decades ago, and some of my family is still holed up in Kriviy Rih :S.

The stutter occurring with multiple cards like that in my experience means the OS is getting interrupted by something (or interrupting itself) or the bios is having some issues with ram timings...

Have you turned off the nanny security features? Control Flow Guard in the security settings and Virtualization support in the bios -- let me know if you try, these can be pretty brutal and AMD actually instructs reviewers to turn them (CFG and VBS) off when reviewing their chips as part of the setup guide.

Use a custom Windows like Ghost Spectre without defender (if you are afraid of malware use bitdefender free), use debloaters and tweaks for gaming from github like this one: https://github.com/DaddyMadu/Windows10GamingFocus , download all drivers with Driver Booster, use OpenTimerResolution, in Nvidia control panel choose ultra low latency and 10gb cache and you're pretty much good to go, just don't install any crapware and trust only open source software to prevent useless services running in the background, I have a 3900x with a 4070 Ti and I only experience stutters in very poorly optimized games.

If you're using win 10 try the following (may work in win 11 but I haven't tested).

Search and open Exploit Protection in windows search bar, set CFG to OFF. Restart computer.

CFG is a burden to gaming so turning it off usually helps, it was mentioned above by phanbuey but this is how you turn it off.

CFG and other security features in OS are disabled. I've tried disabling VT support, made no difference.

I disabled defender. I might try a customized OS, but I highly doubt it will help. Low latency and 10gb cache in NVCP made no difference.
