Hello. Recently I've bought a 4090 and started having this weird issue: my games(not all) just started having random stutter which happens usually after 10 or so minutes of playing the game. I don't have any garbage software installed, and it's not a throttling issue as you can see my temps are fine in the videos. When I had exactly the same setup but with 3080, I didn't have this issue. Things I've changed since purchasing 4090 are: new PSU and updated BIOS.
This happens in Apex Legends, Warzone 2.0, BF 2042, Watch Dogs 2, GTA V. I didn't notice this stutter in Dying Light 2 and Hogwarts Legacy tho. In Warzone 2.0 it ALWAYS happens every 1 or 2 minutes.
I don't know what to do honestly, I'm willing to donate via PayPal if someone helps me fixing this...

- Setting High Performance mode in Windows and NVCP
- Disabling 4G Decoding&ReBAR in BIOS
- Limiting FPS
- Running MemTest86
- Updating VBIOS
- Downgrading BIOS
- Downgrading Nvidia driver
- Disabling Bluetooth/Wi-Fi/USB Audio in BIOS
- Enabling MSI in MSI Util v3
- Lowering monitor's refresh rate
