If cores where truly parked, utilization should be 0% like shown in this image, 4 cores\tread have 0%, yours have 3-9%, that is not core parking Different scenes in different games utilize treads\cores differntly. A very populated scene in CP2077 will use more CPU-power than a low populated one since CPU handles much of the NPC-interactions. Powersaving-modes, certain driver issues, chipset-driver messups etc is more likely causes if vertain cores always gets low utilization.
