Good morning,
I ask for help to solve the thermal throttling problem of the 13900k.
I have this setup currently
MB ASROCK Z790 PG SONIC LGA 1700 ATX
CPU COOLER Noctua NH-U12A 120mm
Kingston FURY Renegade DDR5 6000MHz 32GB (2x16) CL32 RAM
Kingston Technology FURY Renegade 2TB PCI Express 4.0 3D TLC NVMe M.2 SSD
Homes be quiet! Silent Base 802 Window Black Midi Tower Black
VGA GALAX GeForce RTX™ 3090 HOF.
I also replaced the contact frame
the pc with the stock configuration always goes into thermal throttling
can anyone help me solve the problem?
I was thinking of changing the CPU cooler motherboard and putting the Vga vertically
Thanks all in advance

What do you consider thermal throttling?

By default the BIOS should be considered for PL1/PL2 = 253. Which translates to 253 watts under peak long. More than your Air-cooler can handle. This won't harm your CPU, but it will be bouncing off the 100c limit and downclocking itself to keep within this threshold. I suggest setting it to 150.

Maybe try undervolting your CPU first

Do you suggest to set PL1/PL2 to 150?
Yes. Or buy a bigger cooler. The 13900K is famous for some insane power consumption and heat production that a mid-range cooler can't handle.

do you also recommend changing the motherboard and putting the vga vertically?

The motherboard is good for what it is. Designed mainly for gamers. It's decent for memory, but maybe not the best for CPU overclocking. Best used by leaving the CPU alone and enjoy it as Intel intended.

I would set PL1/2 to 150 unless you get a better cooler. Won't really change your gaming experience at all.

if I buy this EK WATER BLOCKS CR360 LUX D-RGB does the situation improve?

No. Your issue is your CPU thermal throttling - best address that first before any more modifications.

Potentially. I'd recommend reading reviews first.

Just open the latest CPU cooler review on TPU and check the performance summary page
All the coolers tested will be included there

i would suggest tuning the chip - setting the undervolting curve and reasonable watt limit. You have to to this even if you decide to change the cooling.

what you use this system for? are you using this for apps like doing renderings or are you using it for gaming?

That board and cpu cooler were never made for the likes of the that cpu.

you don't need to bother with this at all,

in gaming it takes 110 watt max, so it never reaches high temperatures,

tuning up undervolting curve is recommended if you want to look into it - it will lower the voltage at any given frequency and load - this will lower the power consumption and temps

unfortunately I'm not very familiar with undervolt and watt limitations. could you help me ?

In the meantime look for a dual tower cpu cooler. This one for example.

basically you tune it (looks like you can do it in the Intel app ETU and at the end set in the bios),

you want to set the "core voltage offset" to lowest value possible,

monitor and test the stability,

i never did it on this platform, maybe somebody can point to more detailed, better guide

the cooling you have is adequate

I am currently at work. As soon as I get home I'll try it, it should look similar to this image you sent me, what setting should I do?

Isn't a liquid AIO cooler better than an air cooler?
Not always. A single fan, 120 mm unit, for example, would be even worse than your Noctua. 280 or 360 mm is where AIOs start to shine, although high end air coolers are right there with them.
