It's only running on 2 pcie lanes, could be board related. When you say error 43, is that in the error logs for windows?

Indeed seems to indicate device not working properly, and also due to the card only working on 2 out of 16 lanes, and you say you had the card replaced? It seems odd anywhere sells new GTX1060's, no offense but are you certain it's new or different than the last? If so, I'd say it's the pcie slot or motherboard.

I have had lanes issues before, and I was able to clean the pcie slot and connector on the card to resolve it. Make sure the pc is totally powered down, and completely unplugged and residual charge gone from it all too (usually you can wait 10-15s and hear the charge drop or see motherboard lights go out entirely), remove the card and clean its pcie connector with isopropyl alcohol, I've cleaned the slot with a small amount of isopropyl and a toothbrush too. Then you need to be absolutely sure it's all evaporated and bone dry, reinstall the card, connect pcie power, and try again.

I'm not certain this is your issue, but it's something I'd try given we can see it's only using 2 of 16 lanes.

Cheap used GPU's are cheap for a reason.. As you have found out 2 times now...

Buy a new one next time from a reputable shop so you have proper warranty too.

This error occurs when your graphics device driver has notified Windows that the device isn't working properly.
This may mean that the device has a hardware problem, or that the driver or driver software is failing.

Should i sent back gpu or try with new motherboard.Or its 100% defective?
Did you try DDU?

If that doesn't help, send the GPU back.

Yes, as last resort, and reinstall the latest nvidia drivers after that, it also removes anything related to AMD GPU drivers if you used AMD before.
Sometimes it'll work but most of the time with error 43 it comes back because of a hardware issue with the GPU.

It was the last thing you could do, if it fails and keep getting error 43, return the GPU to the seller and hope you get your money back.

Buy a new GPU next time from a reputable shop so you have proper warranty too.

It may be temporary, but test it with some benchmarks or run some games.
