I press windows button and R then type dxdiag and there i see Error code 43 search how to fix it sometning like that.I see somewhere that can be on bios pci but i cant open bios on this graphicIt's only running on 2 pcie lanes, could be board related. When you say error 43, is that in the error logs for windows?

It seems odd anywhere sells new GTX1060's, no offense but are you certain it's new or different than the last? I have had lanes issues before, and I was able to clean the pcie slot and connector on the card to resolve it. Make sure the pc is totally powered down, and completely unplugged and residual charge gone from it all too (usually you can wait 10-15s and hear the charge drop or see motherboard lights go out entirely), remove the card and clean its pcie connector with isopropyl alcohol, I've cleaned the slot with a small amount of isopropyl and a toothbrush too. Then you need to be absolutely sure it's all evaporated and bone dry, reinstall the card, connect pcie power, and try again.
I'm not certain this is your issue, but it's something I'd try given we can see it's only using 2 of 16 lanes.

2 graphic i bought defective bro i cant beliveCard is defective. Error 43 is common when gpu is offended...not yet death, the slot almost sure that its ok besides the reported connection status.

Bro i think its gone should it back when i install drivers again?Yes, as last resort, and reinstall the latest nvidia drivers after that, it also removes anything related to AMD GPU drivers if you used AMD before.
Sometimes it'll work but most of the time with error 43 it comes back because of a hardware issue with the GPU.
