Hi there, problem still remains. I made a video highlighting the issue on Youtube .. Input lag and floaty mouse (youtube.com) you can check it out. As I point out the issue occurs also in the Bios. To answer your question on PSU, yes I changed the PSU and no joy :(
I would love to move to my old house where I know for a fact everything worked perfectly because the change does coincide with the removal of our

Sorry to hear that ... I've seen the video, don't know what to say ... but I might have made some progress.

So, what I tried was:

1) Remove my Samsung EVO SSD completely ( this used to have the Windows Boat loader because it was my oldest drive, but not windows )
2) Left my M.2 drive as my only drive, completely formatted and reinstalled
3) Installed Windows on the M.2
4) Done all windows updates + added video card drivers
5) Did not install any of my usual software ( I usually have Core Temp and MSI afterburner )

This seems to have solved the issue for now, it worked very well the last few days. Games run smooth and even windows is waaay snappier than before.

I have tried steps 3, 4 and 5 before without succes.

We will see if the situations stays this way, will update. If this solved it, I'm still not sure what the problem was, the EVO SSD ? Windows on the SSD? The boat Loader on the SSD? I will try to connect it back, format the SSD also and see what happens. Maybe I will also try and run an additional virus scanner on top of the windows one ( which I have tried before with no result .... but who knows ).

This is on a new build, 13900k + Z790 + my old AMD RX 6800 Video card. In time I will try my old build again also ( 5800x3d ) and my other card, the RTX 3090 Founders Edition which I have avoided for now because the memory ( of the 3090 ) seems to run kind of hot ( stays at 102C ), thought I am not sure that is a problem.

PS: Also, I will probably never figure out why everything randomly worked sometimes at night even before ...

I tested all the things you mentioned except the browser thing , they all correct
And I tested (its a hobby/curse of mine) them before I read your posts
Its interesting to find a guy that notice these
I find it more interesting other people don't notice them. It's like how in China people will say "Ah, nobody watches the news here because everyone knows it's fake." While in America, people will come home and watch it every day even though it's the same thing.

You need to be willing to waste a little bit of money or do a lot of Amazon returns + a good bit of spare time to discover a lot of these issues, though. And the only people willing to go through stuff like this are the ultra-hardcore gamers, not casuals. Almost everyone who has a profile that mentions something like "I am a Spokane, Washington Java cooder" (I have a bit of C, MEL, and Python experience but hate coding) reads threads like this and it's like dumping holy water on a vampire. They just go nuts with rage like "this cannot be! you have to be insane!"

Because if they actually discover any of these issues are true, they will be so fed up with non-deterministic and irrational PC behavior they would give up cooding and become a brick layer instead. Like if connecting three 120mm fans to a PC's three molex ports vs one single 120mm fan vs three fans to a single fan controller vs one fan to a fan controller at 5v vs 12v dial all give highly different mouse movement, how are you supposed to build an actual gaming PC? It's worse than quantum mechanics. Kind of segways into the reason I run a case with no side panel and only a single fan.

it happens also on laptops for example i7-4710HQ Asus G751JT, it also happened on my workplace with my laptop, which was fine there for about 4 years before 6 years or so. also, all the computers there with windows 10 some HP or I don't remember have the shitty mouse movement even with crappy HP mouse. so I can't figure this shit, it's just everywhere.

The laptop had mobo replaced to Gsync compatible and had a fan repair, I think since the Gsync or the fan repair stuff went crap. I just don't know anymore; everything is crap even with the highest tech.

The only thing I can think of that can't be turned off are mobile phone, everyone have them and there are millions of them, so it won't matter if there is power outage because mobile phones will keep working, the only test we could do is turn off all mobile phones and the antennas.

did you try to turn off your mobile phone? what's the best way we can test the mobile phone affect on electronic devices?
Because I remember that we started having issues the more and more advanced phones arrived. we didn't have phones at 2010 at least not very smart or fast ones, since the 4G, with 3G there was no issues at all.

Wouldn't be surprised if this was related to poor (high) system latency and/or power saving technologies, that in many office/non custom machines can't be disabled.

latencymon can reveal these issues.

I actually checked and disabled many off the power saving and used high performance power. I went into the bios and did all the changes needed.
I also checked the latencymon and it's not bad shouldn't cause this kind of delay.
my laptop works bad in my home and in the office.
