My CPU does not go to Turbo boost, please help

My CPU does not go to turbo boost anymore, since I have reconfigured ThrottleStop, the VID voltage is very low 0.7 to 0.8V, even when undervolt is disabled. My max clockspeed is 3Ghz.
My BIOS is the latest one. In BIOS, I have disabled the Undervolt protection, and also tried the CPU performance to Extreme and Normal, none of these made any difference.
My laptop is a Lenovo Legion Pro 7, with Intel Core i9

Could someone please give me an advice what can I do to fix my laptop?

Update:

The TPL setting Power Limit 4 was set to 80w after setting up TS for the first time which I wasn't aware of. Now I have set to 240 which is the correct value for my laptop and power consumption got back to normal.

However, I am now having a constant red EDP OTHER in under CPU and RING during Cinebench R23 stress test which I have no idea at the moment what is causing this.

I have deleted the Throttlestop.ini file then did an EC reset on my laptop (Legion Pro 7) to see if it helps, but even after this, when I have reconfigured TS again, the red EDP OTHER is still there during the stress test.

Increase Power Limit 4 some more or set this to 0.

Set mV Boost to 150. That will let you increase the P Cache undervolt.

Clear Sync MMIO.

Set PL1 higher.

I've done these, still no change. Still have the EDP OTHER under both ring and cpu, blinking yellow-red.

I've done a video as well during TS bench, and also monitored with HWinfo.

Keep going.

When you have a throttling problem, set all of the current limits to the max and see if that makes any difference. Set Power Limit 4 to the max, 1023. Set IccMax for both the core and the cache to the max, 511.75. When EDP OTHER is flashing between red and yellow, that means you are right on the edge of throttling. Increasing the limits will hopefully make the throttling go away.

No need to show me HWiNFO. ThrottleStop is reporting your throttling problem correctly. ThrottleStop works best when HWiNFO is not running in the background.

I have changed these settings now, only the yellow EDP OTHER appears under ring right after I stop TS benchmark. During google chrome browsing, it occasinally flashes red-yellow.

If your CPU is able to run at full speed when running a stress test or while playing a game, I would not worry too much about boxes occasionally lighting up in Limit Reasons. Run a consistent test like Cinebench so you can compare your score to other users.

If you need any further help, turn on the ThrottleStop Log File option on the main screen. It will record any throttling. Attach a log file to your next post so I can see how your computer is running.

I used your previously suggested settings.

After I did an EC reset on my bios (my laptop didn't boot up after flashing the latest one), this EDP OTHER is not visible anymore on stress test. My C23 score is very good, a little bit above 33000 thanks to the undervolt, no issues after 5 minutes either. However, just right after I finished the stress test, yellow EDP OTHER instantly came back just under the ring. I think I leave as it is for now as long as the system is stable and everything works well.

With regards to my CPU clockspeed, I've set the ratios a bit lower than factory default, also decided to lower the PL2 to 160w to keep it cooler. For out of curiosity though, I have tried the "Extreme" under performance mode setting in bios, and with 190w PL2 limit and maxed out all the core ratios, it constantly kept all my p-cores at 5ghz during C23 test which for me is insane for a laptop capable of this. However, I stopped the test around 97°C and changed everything back to normal.

yellow EDP OTHER instantly came back
Red boxes indicate that the CPU is presently throttling. Some CPUs can randomly trigger yellow boxes to appear in Limit Reasons even when there is no sign of any throttling. Yellow boxes are not that important as long as performance is good.
33K is a very good Cinebench score, especially for a laptop. Good work! :toast:

Watch the Cache Ratio value that is reported in the FIVR monitoring table while Cinebench is running. As long as that is staying at a consistent and high value then everything is OK. A quick change in load when Cinebench ends might be what triggers the yellow EDP flag to randomly appear.

Now I have noticed a different problem. Every time I restart my windows, the max CPU clockspeed is 3.9 Ghz, voltage is at max 0.92V with -137mV undervolt on p-cores. My Legion Pro 7 laptop has a built in power mode feature, which includes max performance but even with that mode it doesn't change anything. It also doesn't change when my active atom cores (e-cores) are enabled in BIOS. My power plan is set to high performance in windows. My temps are not high at all, I see no throttling in TS limits during stresstest.

The strange thing is when I shut down and power on my laptop, it comes back to normal max speed. But then after restart, it straight away comes back to 3.9ghz again.

Show me some updated ThrottleStop screenshots of the FIVR and TPL windows so I can see what settings you are using. Post a screenshot of the main ThrottleStop window with the Limit Reasons window open when your CPU is loaded and stuck at 3.9 GHz.

Try checking the Speed Shift box in the TPL window and leave that set to the max.
Tried that one, nothing changed. I have tested the voltage offset values in HWinfo, after I saved everything in Throttlestop and exit there, but it shows +149mV for both core and ring, which is definitely not the same as in TS FIVR. I also have tried EC reset, didn't work.

Other users have reported the same thing. HWiNFO seems to report the mV Boost value when you are using that. I do not think this is correct. I do not own a similar laptop with an HX processor so I have no way to prove this to you. Other HX owners have achieved improved stability when using mV Boost so it seems to be working correctly.

I do not know why your CPU P cores are being limited to the 39 multiplier. It could be a bug in the Lenovo software you are using or a bug in the BIOS. No one else with a Lenovo Legion has ever reported this problem so it does not seem to be a ThrottleStop bug.

I use the same kind of software that others use Lenovo Legion Toolkit, same bios as well as many others own this laptop. I haven't heard any other users of this exact model having the same issue like I have. Is it possible that in my case it could be a faulty hardware component on the motherboard? I will try now on a fresh new windows install. As EC reset didn't do any change, do you think that doing a hard reset on BIOS by removing the CMOS battery would be worth to try?

I would say that is highly unlikely.

I would uninstall the Lenovo Legion Toolkit software, completely shut down your laptop, boot up and see what ThrottleStop reports. If you are still stuck at the 39 multiplier, do a sleep resume cycle and see if that changes anything. I would also open up Windows Power Options and I would press the Restore plan defaults button. After all that, you can try removing the CMOS battery.

I have no idea what the source of this problem is. It is easy enough for some software or the BIOS to set a maximum multiplier of 39, lock this setting and then there is nothing that ThrottleStop can do to fix the problem.

I've done a fresh windoes install which I believe was worthless as the problem is still there as well. On boot, yellow EDP OTHER under CPU and RING, and yellow TVB (which is a bit weird as Thermal Velocity Boost is unchecked). I have run the benchmark, and attached the log file. The weirdest thing is, that after the benchmark test, I've deleted the settings .ini file to test from default without any undervolt, etc. After the restart, the CPU clockspeed was normal.

Regarding of software issues, I will shortly try to test my original windows partition to see if the problem solved with my previously written experience with the .ini file deletion. If not, I will try your latest advice starting with deleting Lenovo Legion Toolkit, thanks for your help on this by the way much appreciated. There is no such option in BIOS on this laptop to set the multipliers and there is no way to unlock it with a key combination either which is quite sad. However, I don't think it is a bug in BIOS (where multipliers changed) as this would've been caught up quite quickly worldwide after the release. I will give you update shortly on my original windows partition.

Only Lenovo Toolkit was there I am aware of. But even without it I had the same symptoms after a fresh windows install, so strange. Is it possible that BIOS has an interference specifically to Throttlestop? Now I am testing Intel XTU which seems to be working ok so far after restart.

Sounds like we used all the possibilities....maybe we are missing something here?
Does your laptop has The "Turbo" button? You know...like back in the day?
If you have one try to press "it" and then check in cpuz frequencies.
