A 7600 is also a good choice if you can get it at a good price. Or the 7600 XT that comes with 16 GB VRAM. I'm not saying that the 4060 is bad, though, far from it. At an equal price, I'd get that over the 7600, but not over the XT.I don't play AAA games, I probably won't need DLSS.
Time will tell. If Intel sorts this out, I'll get the B580. If not though a 4060 is going to be on the way.

6700XT - Is missing stock almost everywhere and is 510 USD where it's available.
4060 (The cheapest 8GB variant - Palit) is the same price as the B580.
4060Ti - 458,97 USD (447,91 EUR)
I have a 550w PSU so I would want something that would work with that.
I have the A550BN by MSI.at this point (if it was me) I would go with the 4060 since it's the same price and Intel may not be able to fix the issue

I don't think either one is "bad" decision if that's all your budget allows and doing a little research into which card plays the games you like better would help you out as well
as far as power goes, neither card breaks 200w so you would be around 275w-300w total system in gaming. A modern 550W (that can actually provide 550w in spec) will handle that no problem and from your other posts it does seem to be DC-DC rather than group regulated.
