There's definitely a driver issue here... the 4090 being only 22% faster than a 3080 Ti isn't something normal.

Here are some recent tests from GameGPU andit's pretty night and day

No DLSS Support is not a problem since the game can use MSAA 4x which is better than DLSS since it has to use TAA by default, whereas MSAA works with the Native image (with Aliasing).

MSAA not give u FPS boost..

It seems many ppls dont realy know DLSS = lot of free FPS
And some ppls not play highend Gpus so DLSS helps a lot, also if gaming higher resolution.

RTX 3080 still more than enough for any current game in 2025 and I bought for $700.

DLSS = lot of free FPS

DLSS = a solid chunk of additional performance at the cost of image quality and stability. It's better than just lowering the resolution but it's still not free.

Anyway, not really relevant for this game, lots of dudes are doomed to have lag spikes because of their CPUs being much weaker than 9800X3D.

RDNA 3 also seems to hate MSAA...The 7900 GRE being equal to a 6800XT, the 7800XT regressing vs the 6800XT...and the RTX 3080...did they collectively decided to give up on MSAA optimization ?

5080 beats 4090 at all three resolutions.
First game title in TPU benchmarks to showcase that (excluding boosted AIB versions).

I got my 5080 today. And I beat a 450W stock 4090 with my 360W 5080 with OC.
Its a +500 on core and +2000 on VRAM OC (Afterburner is limits to 2000).

this would have needed not a GPU test, but a CPU test, to see how long takes every one to compute like 10 AI turns. Or a full match between cpu's, something like that.

The performance in this game doesn't really matter, you can max it with just RTX 3050 and still have more fps than you need for such type of game.
The alpha release is out, now we must to wait for 3-4 years for the full game as it was meant to be played in first place by the developers

Civilization VII has support for AMD FSR 1 and FSR 3 upscaling, but no frame generation. For NVIDIA, there is no love at all—no DLSS, no Framegen, nothing. Considering that this is a AAA game, this almost feels like a repeat of the Starfield drama, which had AMD exclusive support at first and the developer gave in later, after community uproar.

Every time an Nvidia tech is not supported, are we going to point at AMD and talk about community uproar? Are this kind of comments in reviews where AMD or Intel techs are absent?

Especially for older systems, frame generation support would result in a smoother experience and any latency differences wouldn't matter, because you'd not notice them anyway.

Older systems need FSR 3.1 support for Frame Generation, instead of 3.0, because 3.1 works also on older Nvidia cards that Nvidia decided they can't support Frame Generation. Right? I mean, adding Nvidia's frame generation latter, wouldn't help the owner of an RTX 2060. Right?
Also FSR works for the owner of a GTX 1080 Ti, DLSS doesn't. It works for the owner of an RX 6500, DLSS doesn't. Works for the owner of an A580, DLSS doesn't. Right? Am I wrong?

Lock to 120/144 FPS (or even 90 FPS), save power, enjoy the game, regardless of GPU.

I always lock my frame rate to my monitors refresh rate, and if you use things like FG and DLSS, you can save even more power.

I further reduce consumption with undervolting the GPU.

You can get remarkable results, more so with more powerful GPUs.

You only actually really have to start worrying about an upgrade when the next generation consoles are to be launched. That will be in 2027 if I am not mistaken. One of the reasons that if you rock 16GB VRAM, you are set, until then.

This is actually a very bad generation to upgrade because of that, if my RTX3070Ti had 16GB VRAM, I wouldn't have had to. A shame that was the only GPU I could get my hands on at the time. And now history seems to want to repeat. I hate that snake leather jacket man.

Yes, when other techs are absent we point the finger at amd. After all it's the only company of the 3 that didn't want to support streamline, a framework that allows all 3 (Dlss fsr xess) to be supported by games with no extra hassle. Nvidia and Intel are all for it, they support openness and fair competition for all, amd closed the door and wants to block their competitors from supported games.

If they continue "optimising" the 4090 drivers eventually the 5070 will indeed be just as fast... just not the way we imagined it
