Because prices are going up. AMD put a higher price than the one intended (the original pricing probably was $479 and $549, based on what prices we where hearing in January), but stayed under $600 because they knew that, going over $600 with an official MSRP, tech press and Nvidia trolls, payed or not payed, would turn all the negativity against them. We know that if Nvidia kills 50 cats and AMD one kitten, everyone will be pointing fingers at AMD.Why not $599 and $499? The non-XT is supposed to replace the 7800 XT after all.
It seems that who ever runs Radeon today, has more brains than the one running Radeon when 7000 series came out. Also the one making desisions of what the RDNA4 architecture should offer, seems to be smarter than the one making desitions about RDNA3 architecture.
