What particular 9070 you have?
Nvidia reporting maybe on top of the VRAM chip sensor while AMD is reporting the middle of the chip where is hotter, also PTM is only on GPU core not VRAM on AMD cards.

For PSU any decent 850 W ATX 3.0 will do just fine. ATX 3.0 should deal with any GPU spikes really. I believe 9070XT doesn't exceed 400W in spikes anyway.
