This is the least disgusting GPU I've seen in this thread so far. It looks like it was actually used in a PC case with dust filters, rather than sucking dust for half a decade of mining neglect. There's nothing good about a $65 RX580 4GB from the used market with zero warranty or recourse, but Egypt's cheap energy seems to have turned their local used market into a minefield of filthy, dented, rusty, bios-modded, cooler-swapped, junk. Honestly, at this point and in this price segment, if it looks clean and cared for, and it passes a stability test then it's probably the best you'll get.
The biggest disappointment in this whole thread is that the OP has poured so much time and effort into contacting sellers and turning up a bunch of depressing looking GPUs, and yet in the nine weeks and two paychecks since, the budget is still steadfastly stuck in the "so cheap it's likely to be sketchy" territory. OP is clearly putting some time and effort into contacting sellers, getting info back and posting it here, but at what price point does it become silly to start pouring hours of searching and reasearch into?
If it were me, strapped for cash 25 years ago, I'd have done some overtime, picked up an extra shift, sold some crap I had that I wasn't really using, or found one of countless other ways to raise the budget because the low budget is the single biggest problem here.
