I know PCI-E slot has 75W capability but its best not to extract all available power from it.

Why not exactly? in fact you could probably pull quite much more than that without any consequence, they are designed to provide at least 75w safely without need for pcie power cable, it is not by mistake, it makes up part of it's specification!

See if you can get at least a 2060 Super. 8 GB VRAM, DLSS/DLAA support, full x16 PCIE so you won't bottleneck the slot on your old system unlike a newer card like a 4060 or a 7600. Minimum entry into 2024 IMO.

Oh, and it's a 175 W TDP card too with a suggested PSU of 450 W, so you're fine with low end replacement PSU.

Quite a, ah, significant... upgrade over what you have.

Buy a GT 1030 or RX 6400 and a SSD for your boot disk. Your computer will fly, if you're still using low end hardware from fifteen years ago, chances are you aren't a gamer and your computer will continue to serve you well for some time to come.

A 3050 6gig should work. It's 70 watts and no power connector is needed. Anything 70 watts or lower is fine to run off the pcie slot. Not sure about the psu, you might want to get a better one and keep it for your next build. Make sure you clean the dust out of your cpu cooler also.

On top of all that, the PSU can only deliver 20 A on the 12 V rail and in reviews, caught fire when tested with a 325 W load.

Problem: given the specifications of the power supply, we must limit ourselves to 325 Watts to respect the various limitations on the rails.

Everything put on charge, while it took time to read some datasheets, a loud explosion sounded, causing the multiple circuit breakers in the lab to be tripped. Boom, cauliflower food. Either. A faulty power supply is always possible. Fortunately, we have 3 power supplies of the same type. A second therefore joins the test bench. After a few minutes, multiple detonations, a very strong smell of burning and a heart attack narrowly avoided for the humble tester armed with his fire extinguisher.

a 2060 super in EU costs 250-300€ and in some places even more and we dont know his local market situation
He already said his budget for now is very low...

Keep suggesting more expenses!

The power supply and GPU are both so low end that I would even consider upgrading the power supply now and then posting in the classified section for GPU. You might even get someone to donate you a GPU for shipping cost only (for example if you lived near me I would 100% tell you to buy a power supply and then I would ship you a lower-end GPU that I have just sitting around).

There's tons of people that have cards way nicer than yours just sitting around collecting dust. I mean that in a good way, like someone could probably help you out

Obsolete hardware often commands a premium, either because stores have nonsense stock keeping or because they intentionally retain a few overpriced units so customers with validated needs may purchase them at a surcharge down the road.
