ThrottleStop shows Locked at the top middle of the FIVR screen. That means your BIOS is setting the lock bit. Unless you find a BIOS version that does not lock out CPU voltage control, you will not be able to use ThrottleStop while in Windows to adjust the voltage.Why isn't that working?

Do you recommend that I change my motherboard? or live with it till they release and update or fix this whole 13th gen CPUs issueMany Asus B760 and B660 boards allow you to easily run the older 0x104 microcode to disable Undervolt Protection. Your Biostar board may not have that feature. Biostar and other boards may never release this as an option.
Your TS screenshot shows that your BIOS is using microcode 0x10F which is newer than 0x104.
