Yes, correct. The new feature is called "Intel Undervolting Protection". It was silently released some time ago. Initially, it was intended to block undervolting using apps like ThrottleStop, but in practice, it can also break the BIOS undervolting. The options may still be in BIOS, but once you apply even a tiny undervolting, the system may become unstable, stop booting, or show a huge performance drop.

So attaching screenshot per request to show undervolt working fine using Throttlestop 9.5 with Gigabyte B660 board and 13600k. Still playing around trying to see if its stable, but the results are ridiculously good. It used to need 180w for full performance, and with huge AK620 cooler I would hit around 90c on cinebench r23. Now it uses around 130w and doesnt go above 68c. So 50w less on full load and over 20c cooler. For anyone having trouble undervolting with B660, I suggest to downgrade bios to the earliest version that supports 13th gen CPUs. It should allow Throttlestop to work. Cant test overclocking, since its a B660 board, but I would imagine it should work with Z series board.

Yes, even on stock settings, my 13600k uses ~10w less on full load and runs cooler with earlier bios version. Why would they increase it later, if it can run on much less

In terms of undervolting, things are more complicated: Intel Blocks Undervolting: The Whole Story.

It is possible to undervolt 12th and 13th gen SKUs through ThrottleStop if the following conditions are met:
- Intel Undervolting Protection is disabled in BIOS
- The motherboard vendor implemented this option properly and fixed all related issues, OR the motherboard is using an old version of BIOS

It is possible to undervolt through BIOS as well, but:
- There should be this option available
- All the issues with Inter Undervolting Protection were fixed. At this point, the common issues are: a huge performance drop after applying a small negative offset through BIOS, issues with booting the device, and some kind of throttling (like IA CEP)

Why would they increase it later

Sounds like Intel is living in fear of low voltage. Set it to the moon, just to be safe. Multiply that by millions of computers worldwide and that adds up to a lot of wasted energy and excess heat.

No, that post is correct. If a motherboard or a laptop vendor decides to enable the new Intel Undervolt Protection feature and does not add this setting to BIOS, the undervolting will be completely blocked.

Also, this new feature may break the undervolting on some motherboards event if a vendor decides to keep it enabled. There're some motherboards where these issues were fixed, but it's a lottery.

I see ThrottleStop hasn't been updated since June '22. I found this tool a few years ago when I had a 8th gen Intel CPU and I've really loved using it to set my Clock ratios and Speedstep settings, etc..
I just recently upgraded to an i7-13700K and notice it doesn't seem to support 13th gen chips. It seems to have partial support but some features are just broken and setting ratios doesn't seem to do anything for the Efficiency Cores.

Has there been any update on when 13th Gen support will be added?

I have the latest. Only thing that allowed me to undervolt was using old bios version that came without intel dynamic undervolting block.

Hello there,

I have an MSI Titan GT77HX V13 (4090 and 13980HX)

My BIOS shows Undervolting Protection and I can disable it.

I have to go through a lot of hurdles to be able to OC P-Cores but I can't OC E-Cores. Every time I click on E-Cores it doesn't let me it's like it's greyed out.

Any ideas what it could be?

It is grayed out because ThrottleStop 9.5 does not support 13th Gen CPUs. Check your messages. The beta version should work better.

I can confirm that new beta version is working on MSI Titan GT77HX V13 with 13980HX and 4090. All unlocked, but I think changing power is the only thing that doesn't work where I set it to 300W but max only takes 200W.

Post a TPL screenshot. Many laptops will enforce a lower power limit. Make sure the MMIO Lock box is checked.

Sadly that's not happy there. I tried changing things in the BIOS in Power / Performance section but it's not taking

Can confirm that ThrottleStop 9.5 is working with old BIOS.
My setup:

• Intel i7-13700KF
• NZXT Kraken Z73
• Gigabyte B660 AORUS MASTER DDR4 rev 1.3
• BIOS F8 (August, 22)
• Offset voltage -0.160mV
• Cinebench R23 result ~29500 points
• Max power ~190W and max package temp ~75C
