The cheap Nzxt N5 Z690 is sort of okay, not perfect but okay and cheap
Here they recommend cpu's from the 12400F to a 12700KS
11700 (65 watt tdp) not much difference compared to a stock 11600k, not much diffrence between a stock 11600k and a 12400f but there can be an okay difference between a stock 11600k and 12600k (10 cores + much higher single thread performance), the nzxt mb doesn't support low tier 13 gen i5's, bigger cpu's would be to expensive on a low budget, besides that i don't need more for gaming.
Used is no option, there simply just don't seem to be any used for sale (only cpu or cpu+ mb combo)
I will hope not to have to raise power limit and if i have to that it's cooler then my 11600k
