Strange that no one mentioned it yet, your problem is the well known AMD
I had the exact same problem with my Brand new Logitech MX3 mouse, extreme lagging. I had the mouse 3 time's send back to Amazon. After latest BIOS update problem disappeared.
No lagging anymore in games or mouse, and i thought the whole time that it was the mouse that did not work good... I was so angry on Logitech...
Best solution is to update your BIOS, with fTPM disabled you will have issues with Windows 11.
Intermittent System Stutter BUG.
