if there was a limit my ram would be always 8 usable but it was always 16 before sometimes it changed to 8 but it was because of voltage then i fixed itSome low end WIN7 versions have an 8GB RAM limit. An older low end system might have this.

The other possibility is that the CPU needs 4 RAM modules to address 16GB. Older hardware may not be able to use RAM module sizes that didn't exist yet.
I would go to Userbenchmark.com and see if any others are getting 16GB on that MB. If you run your sytem there it will be put in with other similar systems.
