Is it safe to run,use my cpu when throttlestop tells me i have a limit all the time ?
Sure, why not?

EDP throttling makes the Ring run slower. I am sure that many, many computers with Intel 12th and 13th Gen CPUs will EDP throttle all of the time. It is likely by design to improve stability. No one seems to notice or care. The core is running at full speed. That is what is important.

Im happy with my 13400f it runs under 30c if my thermalright peerless assassin runs at 850 rpm and vcore -100

I think i can run it at smallest fft in prime 95 without being close to 80c, it's under 50c when gaming, 11600k at max power with higher pl to avoid throttling i get 70 ish c while gaming, 90c or more in prime95

My cpu is not much faster then a ryzen 5800x in gaming,single core and just about the same as a 5700x or 5700g in multicore but much cooler, i never had a cpu running so long (time) under 30c as a 12400f,13400f when multitasking
