Prototype 2.
How games like this don't sell while we're on COD 45 I will never understand.
Just an absolutely deranged, ultra violent, Anti-Super-Hero, Open World power fantasy.
I understand a lot of Prototype 1 folks (not saying there were that many) didn't like Prototype 2 thanks to a different protag and some funny business with the continuity between the games, but good lord what a game Prototype 2 is.
It looks AMAZING for a 2012 era game. It avoids a common pitfall of all "ARPGs" by giving you a reasonable number of abilities upfront (a gripe for some people, the upgrade tree is shallower at the expense of being able to do more interesting stuff upfront), it's got a strong sense of itself and it's vibe (i.e. the game is just deranged, the bad guys are LITERALLY baby killing mercs, the good guys are murder hobos, and hey maybe a baby buys a farm here or there...), and the main character is a misanthropic hoot.
