Most probably the CPU-to-socket contact has gone voodoo. Loosen or tighten your waterblock mounting and see if it changes a thing.

LGA1700 is utter geometric garbage and cannot be trusted.

You probably also would wanna install the correction bracket. They cost about 5 bucks and solve the epic fail geometry issue.

I dont think they go down to 2x. I think x4 is the PCI-E step down speed. Do they allow step down to x2?
They don't change lane width at all, you are all barking up the wrong tree. It goes down pcie spec version, not lane width. PCIe ASPM has no control over lanes.

I already have this accessory installed on my PC.
I don't understand how a change of water cooler can happen this. I didn't even take the processor out of the socket.

I tested another processor on the motherboard and it had the same problem. I used the video card on another motherboard with another processor and it worked x16. Now I don't know if the processor broke or if it was just the motherboard.

It might be worth checking what CPU-Z is showing. The Mainboard tab of CPU-Z should show this for your motherboard (source: TechPowerUp)

Going back to the original GPU-Z screenshot if you click on the Question Mark at the end of the section you should see this

So I think the explanation for the @ x2 4.0 is PCI Express Power Management at work while the graphics card is in idle mode. There is a setting in your BIOS that controls this, and it is set by default to Enabled. If you go to the Advanced section of the BIOS and then Advanced ->Platform Misc Configuration->PCI Express Native Power Management, set it to Disabled rather than Enabled. Save the setting and reboot, and GPU-Z should then show @ x16 4.0. Or run the Render Test and if that shows the same thing it is working as designed and you can leave it as it is.

It didn't. Follow the photos below. I have 2 nvme ssd. Does it impact?

The graphics slot and the NVME in M2_1 get their PCIe lanes from the CPU (20 split 16 + 4), so no impact.

I still think this could be a power management settings issue. The other thing you could check is Power Options in the Control Panel - Change plan settings->Change Advanced Power should bring up an Advanced Settings tab. There is a PCI Express->Link State Power Management setting. This can be set to Off, Moderate Power Savings or Maximum Power Savings. What is your setting, and does changing it to Off make any difference? There is also the BIOS option mentioned earlier.

Some people with this issue have powered down the PC, removed the power plug and taken the battery out to reset the CMOS. In some cases it has resolved it, that might be worth trying.

1) Control Panel -> It was already disabled

2) Option Bios -> All off

3) I did the clear CMOS, but without success.

Your motherboard is damaged. Get us the picture of your socket naked.

there are rare cases where ADA Cards have broken PCIe functionality. iirc even roman (der8auer) already had one 4090 that just ran at x8 and in the end it was the GPU, not the CPU/Board.

It's clear that GPU-Z, CPU-Z and HWInfo64 are all displaying this x2 link width. But is it actually affecting gaming performance? If you have not already done so using Unigine Superposition with one of the preset benchmarks would show if gaming performance is about where it should be or not.

It could also be a damaged gpu.
A couple messages ago, OP stated their GPU behaves as intended in another motherboard so it's crossed out. Definitely something is wrong with the motherboard as changing CPU didn't affect it.

Solution:

My motherboard was actually broken. I think I broke something in the socket or PCI Express connections when I went to clean and install the water cooler. I put in a new motherboard and it worked perfectly. I'm sharing it here so that if someone has the same problem as me in the future, they know that the solution is to change the motherboard. :peace:
