The fan-speed profile is aggressive, and the passive operation doesn't last long.
Noise and Fan Speed (~30 °C)
The semi-passive profile is not optimally set at light loads. The fan starts spinning at high speeds, which means it is noisy, before slowing down and starting all over again. Better would have been no semi-passive mode and a linearly increasing fan curve based on operating conditions instead.
