Fan speed is controlled by temperature, actual minimums dependent on fan ability.
The ASRock X299 OC Formula doesn't have very sophisticated fan controls. You get a very basic five headers you can plug fans or such into, and these can be controlled from within the BIOS or the OS with some additional software.
However, there are a ton of temperature sensors on this board, and as shown above, to have all these critical monitoring capabilities provided here required not only one but two Super I/O chips.

The fan-tuning option in BIOS is great to have; the board tests your installed fans and then provides a custom fan curve for you that has been tuned to each fan's electrical capabilities. I do find that even fans of the same model can have slightly different final RPM values and such, just in general, and this tool does manage to see those differences as well, so it's not some pre-defined thing that simply tests the fan's start/stop points; the board really does test each fan for its true limits. I really wish more boards offered such capabilities, as what fan a user might use is going to be different for nearly every user.
