Fan speed is controlled by temperature, actual minimums dependent on fan ability.
The fan controls offered by ASRock's X299 Taichi are exactly what you want to find these days, with a total of six 4-pin fan plugs connected to the system using the Nuvoton SuperI/O pictured above. When you fire up the board the first time, hop into the BIOS and run the "Fan Tuning" utility, the board will take care of fan calibration for you by setting things to a very reasonable noise level with most fans on the market today. Then, when you put the pressure on, the fans will ramp up like they should, although I am sure some fans might need a tweak or two to limit their maximum noise levels.
