moost of the grapics is very blury.
Your in-game settings were wrong.
I've watched over a half dozen streamers play this game yesterday. One was on a notebook PC with an RTX 3070 playing at 1080p borderless windowed and their graphics were fine. I don't know about the other streamers' hardware or settings but everyone's graphics were quite good, especially for a brand new PC release which these days are often horribly unoptimized.
According to Dark Side of Gaming:
NVIDIA RTX 4090 runs Armored Core 6 with constant 120fps at 4K/Max Settings
The NVIDIA GeForce RTX 4090 can run Armored Core 6: Fires of Rubicon with 120fps at 4K on Maximum Settings.

it runs at 4K/Max@120fps with an RTX 4090. Armored Core 6 is the first FromSoftware title that supports framerates above 60fps.
It's important to point out that this title does not support any upscaling technologies like DLSS 2, FSR 2 or XeSS. It's pure rasterization performance. The ray tracing effects are confined to the garage, RT is not used in gameplay so that's not a factor either in framerate.
In the past few days I've also watched some people stream Immortals of Aveum (a few of those streamers played both games). Aveum looks and runs like ass. Aveum is powered by Unreal Engine 5 which also is behind Fortnite. The latter looks and runs great. So clearly it's the Aveum devs who aren't very adept and nothing to do with Twitch encoding.
