If you don't have any more thermal paste and you have to buy some, I recommend ARCTIC COOLING MX-4. It has good thermal performance, easy to apply and clean up, and is not electrically conductive.

If it's the electrically conductive kind cleaning it would probrably be a mute point now unless you got really lucky.
As said a pea sized drop directly onto the middle of the CPU works, there's no telling how big of a mess you have after putting the entire tube on for a single application unless the tube itself is sized for that.

Go back to the basics. Stock cooler, no case just a non conductive surface, CPU, One stick memory, GPU and monitor power up to the BIOS screen make sure its working then

Bad move. I'm sure that was way too much thermal paste. You've probably got quite a mess to clean up now... and yes, you need to clean all of it, until there is none left. I hope you don't have blobs of paste everywhere to clean up... but if it's not too bad an old credit card would work great to scrape the excess gunk off, and then use some rubbing alcohol and a lint free cloth (coffee filters work for this) to clean up the residue off the heatsink base and processor.

The correct way to apply paste for that heatsink in particular (being a HDT cooler) would be to apply a thin line of paste along each of the heatpipes on the cooler base. Others may present different methods, and I'm not saying they're wrong, but this is the method I use for this cooler type.

That tube is good for like 10 or 15 applications

If its still not working take it all apart and carefully wipe of the excess being very carful not to damage anything

No way to tell honestly. That looks like a pic of the tube after use. For reference, there appears to be plenty left in that tube for another application, possibly more than just one application. It's probably best to clean it up and re-apply the paste properly. Unfortunately, I'm unable to tell what kind of paste that is. It just says "Thermal Compound Kit".

I recommend taking the cooler off, and taking clear pics of both the cooler base and the processor prior to cleaning so we can see it. We'll be able to tell if the paste could have caused any damage.

Just use the stock cooler for now. Its much easier to install

Lets get it up and running then worry about that CM cooler later

As the name implies, it actually has particles of silver in the paste, which is an excellent material for transferring heat, while unfortunately (in this case) transferring electricity as well. Should you happen to get it on the wrong place (anywhere other than the surface of the CPU and the cooler) it could harmfully pass current somewhere it's not supposed to and damage the hardware.

Ok so I think u guys were right about the mess. I guess i will install the stock coolerk. Unless there is a way to use the CM coole

Start with maybe some dry paper towels/napkins, then use Q-tips for the remaining stuff that's tougher to get at. Do not remove the CPU until it's cleaned up as much as possible, and then remove the CPU to make sure there's none in the socket. If there is... not sure where to go from there TBH.

You gotta clean up that sludge as best as you can first. Do like I suggested in the post you quoted, and don't forget the coffee filter with rubbing alcohol to clean the surface. Then, remove the CPU and make sure none of that gunk is in the socket. If it is, I'm not sure what to do about that, but if not, either clean up the base of your CM heatsink and apply the paste the way I mentioned earlier, or install the stock cooler. Just going with the CM cooler may be the easiest thing to do since the mounting hardware is already installed, though it's possible it was installed incorrectly causing some problems, so then again maybe the stock cooler is the best solution ATM.

cleaning this will require a pump-action pressure sprayer loaded with 90% isopropyl alcohol and time ... lots of time

With that amount of excess goop everywhere, chances are the paste will have seeped past the CPU into the socket (where all the tiny pins are). If the paste is on/between the pins, do not power on the system. Remove the CPU, set it aside and clean it. Don't try to put everything together and turn it all on; there should be no need to install the R9 390 since the integrated graphics on that 4690K should provide video output in the BIOS just fine (that is, once you've solved this thermal paste fiasco).

A conductive paste getting into the socket means that every time you try to turn on your PC, there's a very real possibility that permanent electrical damage may have been done.

Also, the stock cooler has its own TIM pre-applied, so hold off on applying the stock cooler until it's all cleaned up or else it's just going to add to your problem. Stop trying to turn on your PC; that's not a superficial mess-up.

That's what I'm worried about. If it's not the goop in the socket, it could be a botched motherboard installation, or maybe the mounting hardware was installed wrong, shorting something out. It could also be some RAM not seated correctly/not all the way in, or a bad part out of the box. Honestly so many things have gone bad with this build it could be a whole lot of things, some worse than others.

I washed the cpu. Also there is not paste in the socket. I m running it without the memory sticks. Now trying a different psu and then I'll check the mobo
