Noted something.
First off, if you're still using the RAM sticks you have that may or may not be the cause of it due to what I pointed out above - However that in itself doesn't mean it is the cause, just a possibility.

The real thing that I did catch was you are running an AIO instead of air, I'd think if using a proper AIO header to run the AIO the system would detect it and be OK but it's possible that board may be balking because it's not detecting a fan at the CPU fan header, refusing to boot due to it.

You can simply plug in a fan at that header and see if anything changes.

Any old fan that fits the CPU fan header will do for testing that and if it finally works you'd have to make changes in the BIOS setting it to ignore the CPU fan reading.

Ive got my air fan not sure if it'll fit the cpu now tho? I've got a Thermalright Ultra 120 eXtreme

"sister gpu doesn't seem to be working in my PC" - was there anything on your screen on your PC?

Nevertheless your sister's system not showing on the screen? Did you try CMOS reset (as advised earlier by Bones)?

It booted up but the graphics were shocking, pre gpu if that makes sense and I couldn't find the gpu in device management plus the fans stopped going on the gpu

Actually a reset of the BIOS would not help, all that would do is make it start monitoring the CPU fan again once set to ignore it because it does that by default.
You'd want to set things so it ignores the CPU fan and then save your settings.

However since the GPU swap didn't change much of anything except it booted with weird graphics I'm beginning to think the board is defective in some way. Again, the deal with it's RAM could be a part of it but at this point, since it did boot and show something on the monitor that's probrably a non-issue in itself here.

As for a fan, any fan that can be plugged in that fits the CPU fan header will work, you can even use one of the case fans if it will reach this header - As long as the board is reading a "CPU fan" that will take care of the potential CPU fan detection problem. Essentially you're tricking the system into believing it has one plugged in and it will work provided that is the root of the problem here. Set it to ignore the fan, save and then you can unplug the fan once you've verified it's working and ignoring it.

If all else fails you may want to start looking into an RMA of the board.

I have to assume you've already taken care of it but if not, you may want to. I've circled where I saw a streak of TIM between two components on the board.

BTW, what is that in the RAM slot towards the bottom right of the pic?
Anything in the slot can make it not work.

Cheers the gpu didn't work in my PC. My PC booted fine but it the resolution was default it was as if it was before I'd installed the gpu.

Cheers I've cleaned up that paste.

There was something in the Dimm slot but it's gone now

I've got some old case fans would they work? So I just disconnect the aio and install the fan to the CPU and see if it boots up?

Disconnected the cooler and installed the fan

Powers up still nothing on the monitor the fans stay spinning for around a minute

Just wondering, maybe I missed it, but the power cable above the CPU, where does that go to the PSU?

No - leave the AIO connected, simply hook up the fan to the CPU fan header and try it.
If you don't you'll fry the CPU because the AIO needs to run for avoiding that.

That's fine (I missed in the previous picture).

Can/do you power on the system by pressing the button on the case (does that work)?

Hopefully this is what you meant?

Still doing the same the gpu fans are starting & stopping

But... does it show something on the screen (start/stop can be maybe because the fans on GPU only work when higher load)

Although I think GPU is okey, I'm wondering what happens - and if it matters - if you connect the first PCIe connection of the PCIe cable to the GPU (now the last PCIe)

Maybe try the following (again, imagining Ram A and Ram B):
1. plug only Ram A in slot 1 - test
2. plug only Ram A in slot 2 - test
3. plug only Ram B in slot 1 - test
4. plug only Ram B in slot 2 - test
5. plug Ram A in slot 1, Ram B in slot 2 - test
6. plug Ram B in slot 1, Ram A in slot 2 - test

Ive only got 1 ram stick the others at her house, I've tried it in the other slot still the same do you think it's the motherboard?

I've got 4 sticks of DDR3 ram in my PC is it worth trying 1 of them? Would it be compatible

Not compatible. If I'm right yours is DDR3 and from your sister DDR4.

This might sound idiot but does the motherboard have the isolation with screws? My friend build a computer and he had same problem. When he drive it to me I spent to much time seeking the problem :D

It's not the best pic but is this what you mean? I've installed the motherboard on the matx holes then used 4 the screws (top left) I've got here

The other pic is an attachment

Did you try to connect to the PSU of your own system? Might be a hassle though with unplugging, plugging et cetera.

No I didn't try that as I took a look inside my case and thought no chance lol did remind me that I was supposed to buy a modular psu.

She sent the psu back as she originally thought that was the problem and they sent her a new one surely can't have had 2 bad psu's?
