Get a credit or business card, put a half grain of rice up to half a pea and spread it, that is what I do with all cpus and gpu dies. Small die area you use less, IHS you use more.
I think I used too much then... Will make a note of this.

Did you consider trying to undervolt the card? If you're fine with leaving it at stock clocks, you should be able to bring the power consumption (and subsequently heat) down considerably by just dropping the voltage. Use a benchmark between small 5-10mv drops to check stability.
Though if there is some fundamental problem with the cooler it may be more of a band-aid fix.
There may be crappy uneven contact, as others have stated, that can handle a lower heat load just fine. But maybe it can't handle the stock 300watt setting.

MSI has been pulling this crap since gpp was a thing.
Precisely why I've always gone with AMD exclusive AIBs, they design the coolers specifically for their cards, NOT as an afterthought. I recall both my PC RX VEGA64 Red Devil and Sapphire Nitro+ RX 6900 XT as never hitting above 92C under load (eh, by that, I mean after a minimum of 1/2 hour of gaming like with Serious Sam 3 and 4, Siberian Mayhem, Metro Exodus, last game with the 6900 XT)

I can run the card as low as 1155 with stock clocks, 1168 with a stable OC. The undervolt at this present time makes a marginal difference.

Just as an aside, the card still reaches 105C with 100% fans spinning at 3200rpm

In my experience at least, it is not unusual to have a significant delta on these cards, particularly if you push clocks. My 6900XT is 33 degrees difference after playing God of War for three hours. I note your card settings are at default but try manually reducing the clocks to 2300 or even lower to see what happens. I agree with the others here that repasting will help anyway.

If you want a top tier paste without it costing an arm and a leg, try the Noctua NH-T2. Hands down the best paste ive tried so far , that includes kingpins extreme etc. it dosent dry out and moist all the time and it dosent fade after 6-12 months of use. Just try it and thank me later :)
I used MX 4 and what Thermalright Provided, they get the job done, heck i still use AS5 lol

I don't think it's metal infused, but it was included with my Deepcool AK620. Thought I'd try it for a few months instead of MX2, MX4 or Kryonaut.

repaste the card. usually when edge temperature is low but hotspot temperature is high it means the center of the gpu isn't covered in paste. it either pumped out overtime or msi did a shoddy application with cheap paste from the factory. if you're not comfortable with repasting, send it in for warranty.

He can't send it in for warranty as it was pre-owned. He's going to repaste it today with MX6.

There shouldn't be that much difference between the two degrees.
The hotspot temperature is right at the limit, this will cause the card to do thermal throttling.
If you haven't opened the card, send it directly to the RMA.

I would tint the heatsink first then apply paste to die and spread it using a card.

i unfortunately couldnt source any washers for delivery today, i also went out to retail stores and couldnt find ones small enough. I’m just waiting for the die to dry from the MX wipes, then i will apply and reassemble.

Is it dryed out ? it looks like that to me. Remember , to much paste wont hurt. Rather to much then to little
it seemed a little dry, it seems like the original paste which im kinda glad about, makes it seem like the card was untouched

It mostly is untouched wich is good for you. Im pretty sure that you will see net gains in Temps now
