Although that's true, I don't have firsthand knowledge of how Radeons perform in OpenGL applications.
While I know it was worked on in recent drivers, I don't have good memories of my former RX 460 with this API. Hence I recommend the 2070S.

That's fair. I just wanted to point out that's something they've worked on, same as their DX11 performance, as not everyone is aware of it.

NVIDIA's OpenGL stack is better and far more mature, even after AMD's recently rewritten driver. However, the vast performance gulf between Radeon and GeForce should have greatly diminished - it's just that due to newness, AMD's new OpenGL stack may potentially have some compatibility issues. For example, Space Engine was pretty badly broken until its developer and AMD worked out a fix.

It's gotten to the point i'd happily recommend it to most gamers but if you have an active emphasis on OpenGL support, then go with NVIDIA for the time being.

I know this is going to sound out of left field and of little logic or consequence,...

However:

Given the recent price reduction and performance improvements, I'm seriously considering an Intel Arc A750 at ~$250 USD for general use and light gaming. I know, I know,..... It's probably a bad idea overall and IMO right now its probably best to do nothing. I think I would prefer something like an RTX 4070, 4060Ti or 4060.

The issue I have with the 6650XT is $280 used. You could probably get a used 6700XT at a similar price point and I've even seen brand new 6700 non xts with 2 free games (plus not have to worry if it was a mined on card or not) for low $300s on promos or rebate offers

If you can get an A750 for 249... you got a decent deal - it performs very well overall. Drivers are always bringing lots of improvements, and it will generally be a fun GPU to own. Might give u a headache in an edge case or two, but for that kinda money? I wish I could

If you're new to PC building and you want a smooth-sailing, completely trouble-free experience, I wouldn't recommend Arc yet. It's a GPU for geeks to play around at the moment. Slowly and surely shaping into a serious product, but for now, it's very much the third via when it comes to graphics.

Build is looking good, but as I said earlier: if OpenGL is critical to what you want to do, neither AMD nor Intel will deliver what you want. Your only reasonable choice is GeForce.

I'd personally ditch these 2 things if the end result was you either getting a brand new 6700 non XT or a used 6700XT instead

$45 in cooling for a lower midrange chip 65w chip seems overkill, i'd rather invest that money in the GPU (it's easy and cheap enough to upgrade the CPU cooler later down the road)

If you can get an A750 for 249... you got a decent deal - it performs very well overall. Drivers are always bringing lots of improvements, and it will generally be a fun GPU to own. Might give u a headache in an edge case or two, but for that kinda money? I wish I could
Well it is an official price reduction so the Intel Arc A750 should be available at ~$250 USD or equivalent from a variety of different dealers official and otherwise. I'm seeing the ~$250 USD price already from a number of different dealers online and walk-in.

I'm just a little ticked off on how hard it was to get an RTX 3000 series card for so long. Now the 3000 series is on its way out and midrange entry level 4000 series seem to be delayed to clear the channel of 3000 series. Supposedly some AMD card have been mysteriously dying. AMD just admitted to under producing with respect to demand and reasonable projections. We've been screwed and continue to be screwed in the video card space for years now!

For my use case an Intel Arc A750 wouldn't likely be much of a problem for general use.

Full disclosure, I already have a GTX 970, GTX 1060 and RTX 3050. I just don't see anything on the market for around ~$250 from nVidia or AMD that I want either,...... (and I don't want to buy used),

Yeah, I agree. Shame the price reduction hasn't arrived in my country yet. Since you already have a 3050, the Arc will be viable, if you have any deal breaker issues you can just switch them for the time being. Good luck!

6700 XT for 299$ (FE)

As tempting as it sounds: if OpenGL support is critical, that's a negative. If it's not critical, and you have options or don't need a rock solid OGL driver yet, then go for it.
