The conclusion is way too positive.
The fact that AMD's RDNA 3 is a disaster, because it really offers nothing new in performance in games, doesn't mean that we should have to accept the current situation and start looking the glass half full for a $400 8GB graphics card that is just 12% faster than the 2 years old card that replaces. Not to mention with less bandwidth and less cores. And I haven't read the review, so maybe there is somewhere mentioned about textures not loading, but I doubt it. With YouTube channels pointing at a numerous cases with textures not loading, because of the limitation that 8GB VRAM IS today, talking only about frame rates, ignoring textures looking like a 2000 game temporarily while playing and making excuses about "well it loads all VRAM but it doesn't really uses all of it" in the conclusion, means that the reviewer either has a different opinion or refuses to REALLY see the VRAM limitation. And yes there are thousand of games that don't need 8GB of VRAM. And probably none of those games is the game that the buyer of the 4060Ti would want to play. Probably the game the buyer wants to play is that ONE game where the 8GB VRAM limitation IS an issue.
Anyway, dissapointed by the conclusion, because it more or less says
"Here are a bunch of excuses, this is the current market situation, accept it, shut the f up and pay $400 because there isn't an alternative".
