I take it you have installed the latest BIOS, 2.03 from the Support web page for the motherboard. Under the Download section there is the Intel Management Engine driver ver:16.1.25.1917_CONS (ME driver) and the latest chipset driver, INF driver ver:10.1.19199.8340. Installing these two and rebooting might help.

NO i havn't there is no 2.03 bios for my mb only 2.01 and 3.07 (support for 14gen)

doesn't make a difference, i need a better mb, period

It might be worth checking what Control Panel->Device Manager->Processors is showing. It should be 13400F and there should be an entry for every core the OS is seeing.

I was tired of trying to fix it, also a better mb for me would be atleast 50% more expensive

smallest fft 25-30c ambient (thermapaste might not be optimalt,giving the best temps)

Can you take a screenshot.

Your motherboard does support the i5 13400f, so it should show all cores/ threads.

Open msconfig, select the Boot tab, press the Advanced options... button and make sure the Number of processors box is not checked. Press OK and reboot.
You either have the E cores disabled in the BIOS or this Windows setting is not set correctly. You never want the Number of processors box to be checked.

No i can't

last day i could rma or return the mb, i didn't want atm to take the time to find a more expensive mb i could afford

I also couldn't live with a program,app designed to show when a cpu or gpu is throttling, shows my cpu or mb is throttling all the time, even close to idle i had this edp other, what it also did was only showing 6 cores, 12 threads it didn't show any e cores except in the bios but both hwinfo64 and speecy didn't show any e cores, cinebench r, passmark performance test was lower then it should have been as much as if the 4 e cores wasn't included in the test.

Did you look at the Windows setting yet that I recommended? If you had a different CPU installed in that motherboard before, Windows will limit the number of cores and threads unless msconfig is set properly.

EDP OTHER lighting up red under the RING column is normal. It was a common method used by manufacturers of 12th Gen motherboards to limit the cache ring speed to the base frequency. This improved stability. You might be able to use ThrottleStop to remove this limit. Fix the other problem first.

There was only 12 processors in msconfig

As a default i don't think a mb disables e cores and i don't think it would have fixed the edp other ring limit

I send it back, i could how ever ask if possible for them to check if theres is 6 core, 4 e core and 16 threads in windows

That is the problem. That box in msconfig needs to be clear and you need to reboot after you clear that box. Windows cannot find all of your CPU cores and threads if that box is checked.

There was nothing wrong with your CPU. Windows was not setup correctly.

no a 12100f, it worked fine, not as fast as 6,8 or 10 cores but no problems, speed is what it should be

6+ 4 core might be a little to much for my asrock B760 mb

Ok..

Was thinking how my 11600k would run at 4 cores and threads, disable 2 cores, oced (down clocked) to 4.3ghz and 4.0ghz on all cores

Many 12th Gen motherboards used EDP throttling to limit the ring speed to the base frequency of the processor. With a locked F series CPU, there might not be any way to fix this problem.

OP's previous CPU was a 6-core/12-thread
That explains why Windows was limiting the new CPU to 12 threads. When using an old Windows install on a different CPU, you need to look at msconfig to make sure that is OK.

It thought this (the link) was do to: It means you're at the limit of the current the VRMs can supply to the CPU. one said

I had all limits except for vcore alot higher the recommend for a 13400f so it wasn't that the mb didn't had the setting high enough to get enough juice to the cpu.

i guess not using more than 12 core wouldn't have an effect on anything but the temps and multi core score, single core score should have been higher, it was boosting to 4.1ghz which is max on all core https://www.techpowerup.com/review/intel-core-i5-13400f/24.html

When you are using a non K series CPU, the C states must be enabled in the BIOS so the CPU can use the highest turbo multiplier during single core tests. Most Intel owners do not know this.

The Linus Tech Tips info you posted shows EDP yellow under both the CORE and the RING. This is not the same as the throttling problem you had. You only had EDP under the RING. Many 12th Gen motherboards were designed to throttle the ring to make sure it would run no faster than the base frequency of the processor. This disabled turbo boost but only for the RING. The CPU cores still worked fine. Turbo boost works correctly for the cores but not for the ring. This was done deliberately to improve over all stability. Many 12th Gen motherboards did this but many users never noticed this problem. ThrottleStop is not as popular for desktop computers so I guess very few people noticed the ring throttling.

When you are using a non K series CPU, there might not be any way to run the ring at full turbo speed.

The 12th Gen H series CPUs are locked by Intel. You cannot access any of the FIVR settings so there is no way to fix the EDP RING throttling problem.

I have a 13 gen mb

There is one thing you can do with a non k cpu like mine (12gen) if you don't have an asus mb that can bckl oc, is to raise power limit

get my cpu to performe as it should

I just didn't wanted one that doesn't and didn't had the patience to wait for a solution that would work,i used 4-5 hours including mounting it without getting it to performane as it should,
im not shure all cores working wold have help me with the ring edp other limit

Next time i might buy a used (not many for sale) or wait for 14 gen, a 14100 and 14300 is surpose to be 6 core cpus
